Yoy are of course right, but these topics follows the naming of the chapters in the dossier contents. It's named the Athenian Empire because that's what the chapter is named and why is described in the dossier - were in fact the Athenians is concidered to be an Empire up to (as you mention) the Peloponnesian War (431-404BC), when Sparta defeat the Athenians.
